Infant photos are the hardest to get accepted, because the standard rules — eyes open, neutral expression, nothing else in the frame, plain background — are difficult to satisfy with a baby who cannot sit up or follow instruction. Authorities relax some rules for infants, but not the ones people assume.

Rules that catch people out
No one else may appear in the photo
This is the rule most infant photos break. A parent's hand, arm, or shoulder supporting the baby will cause rejection. Lay the baby down instead of holding them.
Lay the baby on a plain white sheet
This is the reliable method: a white sheet or blanket on the floor, baby on their back, camera directly above. It solves the background, the support problem, and the shadow problem at once.
Eyes open, but expression is relaxed
Most authorities require eyes open for infants but accept an open mouth or any expression. Newborns under about six months are often exempted from the eyes-open rule entirely — check the specific authority.
No toys, dummies, or hands in the frame
Nothing that is not the child. Remove dummies and keep hands out of shot, which is easier when the baby is lying down.
No shadow from the person taking the photo
Shooting from directly above puts your own shadow on the baby. Use natural light from the side, and shoot from slightly off-vertical.

- A dummy or toy left in the frame
- Shadow cast by the photographer leaning over the child
- Using a car seat or bouncer, whose fabric appears in the background
- Baby's head tilted rather than facing the camera
Printing and submitting
Take many frames — far more than you think you need — and pick afterwards. Infant photos are usually rejected for something in the frame rather than for the child, so review the edges of each shot before choosing.
