When you need this
A form demands exact pixel dimensions
Visa and passport portals frequently specify a precise pixel size — 413×531 for a 35×45 mm photo at 300 DPI, or 600×600 for a US-style square. A photo that is close but not exact is refused without explanation.
You have a printed size and need pixels
Requirements are often published in millimetres or inches while the upload form wants pixels. At 300 DPI, 35×45 mm is 413×531 px. Getting this conversion wrong is one of the most common reasons a correctly-shot photo fails.
An image is too large to upload at all
Modern phone cameras produce images far bigger than any application needs. Resizing before compressing preserves more visible quality than compressing a huge file down to the same target.
How to do it properly

Work out the pixel size you need
Multiply the physical size in inches by the required DPI. For millimetres, divide by 25.4 first. A 35×45 mm photo at 300 DPI is 413×531 px.

Decide whether to lock the aspect ratio
Keep it locked to avoid stretching a face. Unlock it only when a form demands exact dimensions that do not match your crop — and expect to crop rather than stretch.

Resize, then check the file size
Portals usually check dimensions and file size separately. Resize first, then compress if needed — doing it the other way round wastes quality.
If something goes wrong
My photo looks stretched
The aspect-ratio lock was off and the target dimensions did not match the source proportions. Crop to the right shape first, then resize with the lock on.
Enlarging made it blurry
Enlarging cannot add detail that was never captured. If your source is smaller than the required pixel size, retake the photo closer rather than scaling it up — an upscaled photo often fails a sharpness check.
